Despite President Bongbong Marcos’ marching orders of preventing the entry and proliferation of illegal drugs in the country, Cebu Governor Gwen Garcia declared “a total all-out war on drugs in the province, it’s component cities and municipalities” at the Provincial Development Council of Cebu meeting two weeks ago.
Sources say that the declaration is based on voluminous data and information that were submitted to the office of the Governor. Reliable sources also say that the rise of the supply of illegal drugs is because of a “Sacred Cow” inside the Bureau of Customs and that despite the Xray Inspection Project under the Office of the Commissioner, the state-of-the-art equipment proved to be useless as seen from the executive response of Garcia.
The Sacred Cow at the Bureau of Customs, also known as “Daga”, is a stepson of a former Deputy Customs Commissioner and an associate of previous Commissioner Lapena. The same sources said that “Daga” is a regular employee of the Bureau who is receiving a Grade 10 salary, a little over P20,000, and has no executive authority in relation to systems and processes inside the Bureau of Customs.
