While most of Metro Manila’s government offices took a break under Malacañang’s Memorandum Circular No. 106, the Bureau of Customs–NAIA kept its engines roaring!

Defying downtime and proving their “service never sleeps” mantra, the Paircargo Assessment Composite Division, under the command of Special Deputy Collector Dr. Siegfred L. Manaois, went on full operational mode last November 10, 2025 — ensuring that import processing and trade services at the airport remained seamless despite the suspension of work across NCR.
This proactive move falls squarely under the Enhanced Trade Facilitation Program of Customs Commissioner Ariel F. Nepomuceno, whose leadership has pushed the Bureau toward unbroken efficiency and public accountability.
At the helm of execution is District Collector Atty. Maria Yasmin M. Obillos-Mapa, whose brand of leadership at BOC–NAIA continues to inspire discipline, dedication, and decisive action among personnel.
Dr. Manaois’ division, known for its precision and professionalism, proved once again that public service in Customs doesn’t pause for holidays — especially when trade flow and national revenue are on the line.
As one insider quipped, “Sa ilalim ni Comm. Ariel at Coll. Yas, walang patid ang serbisyo. Trade must move — rain, shine, or suspension!”
