When the country’s defenders need speed, Customs delivers—no excuses, no delays.

In a powerful show of recognition, the Philippine Navy officially awarded a Certificate of Appreciation to the Paircargo Assessment Composite Division, signed by Commodore Emilio G. Orio Jr., PN, Commander of the Naval Air Wing, for its unwavering support and decisive action in fast-tracking the processing and release of urgent Navy shipments.

The certificate, presented on December 11, 2025, was personally handed over by Naval Combat Pilot LTJG Jasmyne Fernandez and ASN Mariel Boncato, PN—a clear message that this was no routine thank-you, but a mission-critical acknowledgment.

THIS IS WHAT REAL PUBLIC SERVICE LOOKS LIKE.

While red tape cripples other agencies, the Port of NAIA’s Paircargo unit cut through bureaucracy to ensure that time-sensitive military cargo moved fast—when it mattered most. No drama. No delay. Just results.

Special Deputy Collector Dr. Siegfried L. Manaois made it clear:
This achievement is a direct product of the Enhanced Trade Facilitation Program, a flagship reform initiative of Customs Commissioner Ariel F. Nepomuceno, and firmly implemented at NAIA by District Collector Atty. María Yasmin M. Obillos-Mapa.

FROM ACTION POLICY. FROM PAPER TO IMPACT.

Under Nepomuceno’s leadership, Customs reforms are no longer slogans—they are felt on the ground, even by the country’s frontline defenders. And at NAIA, Obillos-Mapa’s no-nonsense management proves that efficient customs operations and national security go hand in hand.

THE MESSAGE IS LOUD AND CLEAR:
When Customs moves fast, the Navy flies, sails, and protects—without delay.

This is not just a certificate.
This is validation.
This is proof.
This is Customs at work—when the nation needs it most.
