Smugglers thought they could quietly operate behind warehouse doors in Pampanga.

They were wrong.

In a hard-hitting anti-smuggling strike, the Bureau of Customs (BOC) confiscated ₱382 million worth of illicit cigarette materials in a warehouse in Brgy. Balucuc, Apalit, Pampanga, on March 5 — another major blow against the country’s underground tobacco industry.

And at the frontline of the fight is Port of Limay District Collector Blesilda N. Balagtas — a customs chief now gaining a reputation for turning intelligence reports into real enforcement victories. 🚨

A WAREHOUSE FULL OF SMUGGLING EVIDENCE

Acting on a derogatory intelligence report, a joint enforcement team swooped down on the warehouse and uncovered a massive cache of materials used in the illegal cigarette trade.

Authorities discovered:

• BIR tax stamps with identical serial numbers
• Huge volumes of cigarette packaging materials
• Rolls of tipping paper used in cigarette production

The materials were linked to brands such as Chesterfield, Camel, Mighty, Fortune, Carnival, Fort, Commando, Thunder, H&P, King, and Cannon Menthol.

Estimated value of the seized materials: ₱382 million.

That is not small-time smuggling.

That is industrial-scale illegal tobacco production.

BALAGTAS: NO SAFE HAVEN FOR SMUGGLERS

At the center of this successful operation is District Collector Blesilda Balagtas, whose port has become one of the active battlegrounds in the government’s war against illicit tobacco.

Balagtas made it clear:

Smugglers should not expect safe passage in Limay’s jurisdiction.

Under her watch, the Port of Limay has intensified monitoring, intelligence gathering, and enforcement operations — making it increasingly difficult for illegal cigarette syndicates to operate.

Her message is blunt and unmistakable:

The crackdown will not stop.

WHOLE-OF-GOVERNMENT OPERATION

The raid was carried out through the combined muscle of several agencies:

• Customs Intelligence and Investigation Service (CIIS – Limay)
• BOC Enforcement and Security Service (ESS – Limay)
• Philippine National Police (Pampanga PPO, Apalit MPS, RSOG PRO-3)
• Bureau of Internal Revenue (BIR – NID and LTS)
• Local officials of Barangay Balucuc

The warehouse is now secured while authorities continue inventory and investigation into the smuggling network behind the operation.

SMUGGLERS NOW UNDER PRESSURE

The seizure is part of the Bureau of Customs’ intensified campaign under Commissioner Ariel F. Nepomuceno, following the directive of President Ferdinand Marcos Jr. to shut down illicit tobacco operations that drain billions from government revenues.

And the numbers show the pressure is working.

From January to February 2026, the BOC recorded:

• 110 successful seizures nationwide
• ₱1.948 billion worth of illicit cigarettes confiscated

Compare that to the same period in 2025:

• 21 seizures only
• ₱75.5 million in value

That is not just an improvement.

That is a massive escalation in enforcement. 📈

THE MESSAGE TO SMUGGLERS

This latest bust sends a very clear warning:

The government’s anti-smuggling campaign is no longer passive.

With leaders like Collector Blesilda Balagtas pushing aggressive enforcement on the ground, warehouses, factories, and supply chains used by illegal cigarette syndicates are now squarely in the crosshairs of authorities.
