When results matter, leadership makes the difference. And at the Bureau of Customs – Port of Cagayan de Oro, one name is now synonymous with performance: District Collector Atty. Manuel “Manny” O. Zurbito Jr.
In a strong show of recognition and accountability, Zurbito awarded Certificates of Commendation to outstanding personnel of Collection District X during a joint flag-raising ceremony held at the Bureau of Customs grounds in Macabalan.
But this ceremony was more than just a simple recognition event — it was a celebration of a port on a winning streak.
Under Zurbito’s command, the Port of Cagayan de Oro smashed its February revenue target, collecting an impressive ₱3,743,818,469.43, far exceeding the assigned goal of ₱3,193,327,370.42.
That’s over ₱550 MILLION above target — a performance that sends a loud message across the Bureau: CDO Customs means business.
According to Zurbito, the achievement reflects the discipline and commitment of the port’s workforce in ensuring that the government collects every peso of lawful duties and taxes.
“We have started the year strong, and we hope to maintain this momentum through your diligence and commitment in ensuring that we continue to effectively collect lawful duties and taxes,” Zurbito told employees.
But inside Customs circles, the story goes deeper.
Since assuming the post as District Collector of the Port of Cagayan de Oro, Zurbito has been quietly transforming the port into one of the Bureau’s most reliable revenue engines.
Colleagues and industry stakeholders alike credit his firm’s leadership, no-nonsense management style, and relentless push for efficiency as key factors behind the port’s rising collection performance.
Under his watch, operations have tightened, revenue monitoring has sharpened, and compliance among importers has significantly improved — all translating into stronger collections for the national government.
Simply put: results are showing.
While other ports struggle to hit targets, CDO Customs is charging forward, proving that disciplined leadership at the top can drive real numbers on the ground.
And if the early months of the year are any indication, the Zurbito-led Port of Cagayan de Oro is only getting started.
Inside the Bureau of Customs today, many are saying the same thing:
Watch CDO. The numbers are speaking
