MANILA — BUREAUCRATIC RED TAPE, OUTDATED PERSONNEL RECORDS, AND SLOW HUMAN RESOURCE PROCESSES ARE IN THE CROSSHAIRS!
Bureau of Internal Revenue (BIR) Commissioner Atty. Charlito Martin R. Mendoza is turning up the heat on government modernization, launching a major Human Resource Information System (HRIS) project designed to overhaul personnel management, strengthen employee services, and bring the agency’s internal operations into the digital age.
Kicked off on October 21, 2026, in partnership with CTX Technologies, Inc., the project sends a powerful message: BIR’s digital transformation must not stop at serving taxpayers—it must also reach the very employees who keep the revenue machinery running!
For Mendoza, modernizing the country’s premier tax-collecting agency means more than improving frontline services. It means fixing the systems behind the scenes, protecting employee records, cutting unnecessary manual work, and ensuring that personnel services become faster, more reliable, and more transparent.
MENDOZA: THIS IS FOR OUR WORKFORCE!
“This HRIS project is close to our hearts. This is for our workforce,” Mendoza declared, underscoring his administration’s commitment to improving the working environment and services available to BIR personnel.
He drove home the importance of safeguarding employee records, stressing that these documents represent years of dedicated public service.
“Kasaysayan ng kanilang paglilingkod sa Bureau ang nakatala rito. Kaya dapat natin itong pangalagaan at pamahalaan nang maayos,” the BIR chief emphasized.
The message was unmistakable: EMPLOYEE RECORDS ARE NOT JUST FILES—THEY ARE THE STORIES OF PUBLIC SERVANTS WHO HAVE DEVOTED THEIR LIVES TO THE BUREAU!
Under Mendoza’s leadership, the HRIS project seeks to consolidate personnel information into one unified platform, reduce dependence on manual processing, and provide more dependable data for human resource management and workforce planning.
The goal is to eliminate inefficiencies, improve access to personnel information, and equip BIR management with better tools for making informed decisions.
FROM TAXPAYER DIGITALIZATION TO EMPLOYEE EMPOWERMENT!
Mendoza’s HRIS initiative reinforces two major pillars of the BIR’s DARES reform agenda: Digital and Data Transformation, and Employee Empowerment and Welfare Promotion.
The initiative underscores a broader modernization strategy: a more efficient tax agency must be backed by stronger internal systems and a workforce supported by responsive, reliable, and transparent personnel services.
Mendoza also recognized Deputy Commissioner Teresita M. Angeles for her longstanding commitment to the HRIS project, expressing his determination to see the initiative completed and rolled out.
The project will be implemented in two phases, with rollout targeted for 2027.
But the BIR chief is not leaving the project to chance.
Mendoza has directed the implementation team to establish clear deliverables, promptly resolve emerging issues, and build a secure, robust, and adaptable system capable of meeting the Bureau’s present and future human resource requirements.
NO ROOM FOR DELAYS, NO SHORTCUTS IN MODERNIZATION!
With the project now underway, the challenge is to turn promises into measurable results.
The coming phases will be critical in determining whether the new system can deliver the speed, reliability, security, and transparency expected by BIR employees.
For Mendoza, the stakes are clear: modernization must translate into tangible improvements—not just another system on paper.
The HRIS initiative places employee welfare at the heart of institutional reform, recognizing that a stronger workforce is essential to a more efficient and responsive Bureau.
THE BOTTOM LINE: Commissioner Mendoza is pushing the BIR modernization drive beyond tax collection and into the agency’s own personnel systems. With the HRIS project targeting rollout in 2027, the marching orders are clear: modernize the system, strengthen employee services, protect personnel information, and deliver results.
UNDER MENDOZA’S WATCH, THE MESSAGE IS LOUD AND CLEAR: A MODERN BIR MUST NOT ONLY SERVE THE TAXPAYERS BETTER—it MUST ALSO TAKE BETTER CARE OF THE PEOPLE BEHIND THE MISSION!
