Bureau of Internal Revenue (BIR) Commissioner Atty. Charlito Martin R. Mendoza is turning up the heat on the agency’s modernization drive, challenging every BIR employee to embrace data-driven thinking, sharpen analytical skills, and make reliable statistics the backbone of government service.

His battle cry is clear: No more working in the dark. No more decisions without data. Every BIR revenuer must think and work like a data professional!

Speaking at the BIR’s 37th National Statistics Month Forum on October 22, 2026, at the BIR National Office in Quezon City, Commissioner Mendoza stressed that responsible data management and effective communication are no longer optional in a modern revenue-collecting institution.

“I envision every BIR revenuer thinking and working as a data professional,” Mendoza declared, putting the spotlight on the Digital and Data Transformation pillar of the Bureau’s DARES reform agenda.

But Mendoza’s challenge goes beyond collecting figures and producing statistical reports.

He wants BIR personnel to become effective data storytellers—professionals capable of translating complicated statistics, institutional reforms, and revenue accomplishments into clear, accurate, and meaningful information that taxpayers can understand.

The message is unmistakable: numbers must speak the truth, and government performance must be backed by credible evidence.

DATA REVOLUTION, NOT JUST PAPERWORK!

Under Mendoza’s leadership, the BIR is pushing for a stronger data-driven organizational culture, recognizing that accurate information is essential to improving tax administration, strengthening public accountability, and delivering better services.

The Commissioner emphasized that statistics must not simply remain buried in reports and office databases. They must become powerful instruments for understanding taxpayers, measuring performance, identifying weaknesses, and improving government decisions.

He also connected the forum to this year’s National Statistics Month theme, “Tuklas Pilipinas: Statistics as Beacon Towards Inclusive, Resilient, and Sustainable Tourism.”

Mendoza highlighted how domestic tourism and international visitor arrivals contribute to economic activity, job generation, and local development—and how reliable statistics can help government identify opportunities and address challenges in the tourism sector.

TAXPAYERS MUST FEEL THE DIFFERENCE!

The forum brought together BIR officials and employees from the National Office and various Revenue Regions, alongside resource speakers who discussed the importance of statistics in tourism development and economic growth.

But the bigger challenge remains inside the Bureau itself.

Mendoza urged every BIR employee to use statistical insights to understand taxpayers’ needs and translate institutional reforms into more responsive public service.

This direction reinforces the Bureau’s 2026 National Tax Campaign theme:

“Mahusay na Serbisyo, Katumbas ng Buwis Mo.”

For Mendoza, modernization is not simply about digital platforms, sophisticated databases, or impressive presentations. It is about making government more efficient, accountable, transparent, and responsive to the Filipino taxpayer.

The message from the BIR chief is a wake-up call to the entire organization: DATA MUST DRIVE DECISIONS, STATISTICS MUST STRENGTHEN ACCOUNTABILITY, AND PUBLIC SERVICE MUST DELIVER RESULTS!

With Mendoza steering the BIR’s data transformation agenda, the challenge is now to turn this vision into measurable improvements that taxpayers can see, experience, and trust.
