CEBU CITY — The Bureau of Customs (BOC) Port of Cebu marked the first 100 days in office of District Collector Alexandra Yap-Lumontad, highlighting improvements in internal systems, operational coordination, and workforce engagement under her leadership.
February 6, 2026, officially marked Yap-Lumontad’s 100th day as District Collector, a milestone observed by the Port on February 9. Since assuming office, she has focused on strengthening accountability mechanisms, improving coordination among frontline offices, and enforcing professional standards aimed at ensuring efficient and ethical customs operations.
Port officials reported that within her first 100 days, Yap-Lumontad initiated measures to tighten operational oversight, streamline procedures, and improve communication across divisions and subports. These efforts have enabled the Port to respond more effectively to operational requirements while supporting trade facilitation and revenue generation without compromising enforcement standards.
Her leadership approach also emphasized personnel engagement, with regular interaction among officers and staff to reinforce teamwork, professionalism, and service-oriented customs administration. Officials noted that this approach contributed to improved morale and clearer alignment with the Port’s mandate.
The reforms at the Port of Cebu align with the broader reform agenda of Customs Commissioner Ariel F. Nepomuceno, who has directed the Bureau to strengthen border protection, modernize systems, and institutionalize accountability across all ports nationwide. Cebu is among the ports implementing these reforms at the operational level.
In a statement, Yap-Lumontad said the milestone reflected collective effort rather than individual achievement.
“The past 100 days have been about listening, understanding the Port’s needs, and working decisively to move us forward. Every gain we have achieved is the result of the dedication and commitment of our people. This milestone is only the beginning,” she said.
BOC officials said the Port of Cebu is expected to continue implementing reforms consistent with the Bureau’s national priorities, as expectations remain high for sustained performance and improved service delivery in the coming months.
