While smugglers hide in the shadows and corrupt traders look for loopholes, one Customs chief from the Visayas just brought the fight for clean and sustainable trade straight to the international spotlight.

At the high-level ASEAN-EU Sustainability Summit held in Cebu, all eyes turned to Bureau of Customs Port of Cebu District Collector Alexandra Yap-Lumontad — the hard-charging Customs leader now gaining recognition not only in the Philippines but across the ASEAN-EU community.

This was not just another diplomatic gathering filled with speeches and photo opportunities. This was a major international summit attended by powerful government officials, global business leaders, and economic decision-makers discussing the future of trade, supply chain security, and economic survival in Southeast Asia.

And right in the middle of it stood Cebu’s very own “Iron Lady of Customs.”
Held at the prestigious Tambuli Seaside Resort and Spa, the summit gathered key ASEAN and European Union stakeholders determined to tighten supply chain integrity and strengthen regional economic resilience amid rising global uncertainty.

Also representing the Bureau of Customs was Agaton Teodoro O. Uvero, who delivered strong interventions during the explosive panel discussion on sustainable trade and business resilience.

But insiders say it was Collector Yap-Lumontad’s presence that sent the strongest message:

The Port of Cebu is no longer just a regional customs office — it is becoming a strategic frontline of international trade security.

Under the leadership of Customs Commissioner Ariel F. Nepomuceno, the Port of Cebu has aggressively positioned itself as a major force in lawful revenue collection, anti-smuggling operations, trade facilitation, and border protection.

And Yap-Lumontad made one thing crystal clear before international observers:

Customs enforcement is no longer just about taxes and cargo inspections. It is about protecting economies, defending legitimate businesses, and securing the future of regional trade.

Finance Secretary Frederick D. Go also delivered a powerful keynote message emphasizing the Philippines’ push for sustainable and inclusive economic growth — a direction now being actively reinforced on the ground by Customs leaders like Yap-Lumontad.

With global supply chains under pressure and illicit trade becoming increasingly sophisticated, the rise of aggressive, internationally engaged Customs leaders may be exactly what the country needs.

And in Cebu, one name is rapidly becoming impossible to ignore:
Collector Alexandra Yap-Lumontad.
