Presented during the November 7 visit of then-Finance Secretary Ralph G. Recto, these flyers immediately earned praise for their clarity, relevance, and direct benefits to port users. It’s no surprise. Under Comm. Nepomuceno’s leadership, the BOC has been pushing a single, unifying theme: make Customs predictable, understandable, and accessible—a far cry from the opaque processes of the past.

And at the Port of Batangas, District Collector Carmelita “Mimel” Talusan is executing that mandate with precision.

The newly launched flyers serve as a complete, pocket-sized roadmap for anyone dealing with importation at the Port—from brokers and importers to truckers and logistics operators. Everything is in one place: step-by-step import procedure, documentary requirements, office contacts, and even a QR code for expanded digital resources. In other words: no guesswork, no confusion, no misinformation.

Collector Talusan puts it bluntly:
“By making these guidelines readily available, even offline, we reinforce our commitment to efficient, transparent, and service-oriented operations.”

This move aligns perfectly with Comm. Nepomuceno’s national strategy: empowering ports to communicate clearly, eliminating unnecessary friction, and making every transaction faster and easier. The Port of Batangas, already known as one of the most efficiently managed ports in the country, is becoming the model for how Customs should talk to its stakeholders—not in jargon, but in real, practical guidance.
