MANILA, Philippines — The Bureau of Internal Revenue (BIR) formally launched its 2026 National Tax Campaign on February 13 at the Philippine International Convention Center, reaffirming its commitment to stronger voluntary compliance, digital modernization, and improved taxpayer service.
Carrying the theme “Mahusay na Serbisyo, Katumbas ng Buwis Mo” (Excellent Service, Worth Your Taxes), the campaign highlights the government’s push to enhance efficiency, transparency, and predictability in tax administration.
The event was attended by Department of Finance (DOF) Secretary Frederick D. Go, BIR Commissioner Atty. Charlito “Charlie” Martin R. Mendoza, key government officials, and stakeholders from the business and tax sectors.

Go: Collection must match integrity in spending
In his address, Finance Secretary Frederick Go expressed full support for the Bureau’s reform agenda, stressing that revenue collection must be matched by responsible public financial management.
“Public service is a two-way street: as you fulfill your duty to the country, we honor our responsibility to serve by managing every peso with integrity,” Go said.
He emphasized that efficient tax collection should be accompanied by disciplined spending, transparency, and safeguards against irregular practices. The Finance chief noted that streamlining procedures, protecting taxpayers from abuse, and ensuring accountability are essential to sustaining public trust.
Go underscored that credibility in revenue administration is critical to maintaining confidence in government institutions and ensuring resources are available to fund priority programs.

Mendoza: Service quality is as vital as revenue targets
For his part, BIR Commissioner Atty. Charlie Martin Mendoza said institutional success should not be measured solely by collection performance but also by taxpayer experience.
“BIR goals should not be expressed in BESF numbers alone. It should also be paired with client satisfaction,” Mendoza said in his welcome remarks.
He assured taxpayers that the campaign is intended not only to guide revenue officers but also to provide assurance to the public that the Bureau is committed to delivering faster, transparent, and fair service.
Mendoza stressed that improving frontline services and ensuring professionalism within the agency are integral to strengthening voluntary compliance.
“When the government serves well, compliance becomes easier,” he said.

Digital reforms under the DARES framework
Central to the 2026 campaign is the Bureau’s institutional reform program known as BIR DARES, which stands for:

•Audit Reform and Accountability
•Revenue Collection and Base Protection
•Employee Empowerment and Welfare Promotion
•Service Excellence and Stakeholder Engagement
The framework aligns modernization initiatives, enforcement priorities, and service improvements across the agency.
Among the measures highlighted during the launch were:
•Interactive Digital Tax Calendar, providing taxpayers with a reliable guide for filing and payment deadlines;
•BIR Registration Seal with QR-based verification, enabling confirmation of a business’s registration status;
•Letter of Authority Verifier through ChatBot REVIE, allowing taxpayers to validate audit issuances and prevent fraudulent transactions.
The Bureau reported that in 2025, electronic payments accounted for 85 percent of total collections, reflecting increased adoption of digital channels.

In a recorded message, President Ferdinand R. Marcos Jr. emphasized that revenue collection must be anchored on credibility and public trust.
“The BIR is in the business of revenue generation and its reform program must remain anchored on that singular goal—generating the resources needed to fund vital public services,” the President said.
He directed the Bureau to ensure that reforms make the tax system more transparent, predictable, and fair, while making compliance easier for taxpayers.
