The Bureau of Customs – Port of Manila (BOC–POM) has once again proven it is among the strongest pillars of reform in the Bureau of Customs after successfully passing the Internal Quality Audit (IQA) conducted by the BOC Interim Internal Quality Management Systems Office (IIQMSO) on March 25–26, 2026.
The hard-hitting audit result sends a clear message: quality governance and operational discipline are alive and kicking at the country’s premier port.
The audit team reported three Opportunities for Improvement (OFIs) and two positive findings, highlighting the Port’s aggressive push for modernization and responsive governance.
Among the key highlights of the audit was the Port of Manila’s bold implementation of a paperless management system, a move that slashes red tape and boosts operational efficiency. The auditors also praised the Port’s proactive response to emerging geopolitical developments, proving that the leadership at POM is not only responsive but also strategically forward-looking.
At the helm of the Bureau’s sweeping reforms is Customs Commissioner Ariel F. Nepomuceno, whose relentless campaign for transparency, modernization, and institutional discipline continues to ripple across all ports nationwide.
Driving the Port of Manila’s operational excellence is District Collector Rizalino Jose C. Torralba, who lauded the audit team led by IIQMSO Head Joseph G. Escasio for their sharp assessment and valuable recommendations aimed at further strengthening the Port’s quality systems.
Torralba also recognized the tireless efforts of the Port’s leadership team, particularly Deputy Collector for Assessment Florante Ricarte, Deputy Collector for Administration Marilou A. Cabigon, and Deputy Collector for Operations Atty. Gerard Turiano, whose coordinated leadership ensured that POM’s systems, processes, and personnel were fully prepared for the rigorous evaluation.
Special recognition was also given to the POM Quality Management Unit, spearheaded by Deputy Collector Marilou Cabigon, whose meticulous preparation and strict adherence to quality standards played a pivotal role in the Port’s strong audit performance.
The successful audit is more than just a procedural victory—it is a powerful testament that the Port of Manila remains committed to continuous improvement, operational integrity, and world-class public service.
