The Bureau of Customs–Port of Manila has once again proven why it remains the country’s undisputed revenue powerhouse.

With another impressive victory in June 2026, District Collector Rizalino Jose C. Torralba led the recognition of the men and women whose relentless commitment powered the Port to exceed its collection target. But beyond the certificates and applause lies a deeper story—a story of disciplined leadership, operational excellence, and a team determined to produce results.

At the helm is Collector Torralba, whose performance-driven leadership continues to transform the Port of Manila into one of the Bureau’s strongest pillars. Under his command, revenue generation has remained on track despite increasing trade volumes and the constant pressure to facilitate legitimate commerce while guarding government revenues.

Standing beside him is Deputy Collector for Operations Atty. Gerard Turiano, whose firm operational control has kept cargo movement efficient without sacrificing customs enforcement. His ability to balance trade facilitation with strict compliance has become one of the Port’s strongest assets.

Equally deserving of recognition is Deputy Collector for Assessment Florante Ricarte, whose stewardship of the assessment process has ensured that every lawful peso due to the government is properly collected. His focus on accuracy, accountability, and integrity has significantly strengthened the Port’s revenue performance.

On the frontline of customs processing is Formal Entry Division Chief Herbie Baluyot, whose division carries one of the heaviest workloads in the Port. Through effective supervision, efficient processing, and unwavering dedication, Baluyot and his team have consistently delivered results that directly contribute to the Port’s outstanding collection achievements.

The July 8 recognition ceremony was not merely an awards event—it was a powerful statement that excellence, discipline, and teamwork remain the driving forces behind the Port of Manila’s continued success.

More importantly, the achievement reflects the vision of BOC Commissioner Ariel F. Nepomuceno, whose Integrity, Accountability, and Modernization (IAM) Program continues to inspire customs officials nationwide to raise the bar in revenue collection, transparency, and public service.

With Collector Torralba, Deputy Collectors Turiano and Ricarte, and Formal Entry Division Chief Baluyot leading from the front, the Port of Manila is sending a clear message across the Bureau: performance is earned, excellence is recognized, and mediocrity has no place in modern Customs.
