Equally deserving of recognition is Deputy Collector Florante Ricarte, whose dedication to strengthening revenue administration and maintaining seamless coordination among the Port’s operating units has significantly contributed to this outstanding accomplishment. No revenue milestone would be complete without recognizing the crucial role played by Formal Entry Division Head Herbie Baluyot. Leading one of the Port’s busiest divisions, Baluyot has consistently delivered efficient assessment and processing of import entries while ensuring that lawful revenues are accurately collected. His division remains one of the engines driving the Port’s exceptional collection performance.
This outstanding achievement also reflects the reform agenda of BOC Commissioner Ariel F. Nepomuceno, whose Integrity, Accountability, and Modernization (IAM) Program continues to inspire Customs personnel across the country to raise the bar in public service.
