With Customs Commissioner Ariel F. Nepomuceno demanding immediate action to eliminate long-standing cargo backlogs, the Bureau’s top guns have launched an all-out offensive against one of the biggest operational challenges at the Ninoy Aquino International Airport.
Leading the charge is the no-nonsense tandem of Assistant Commissioner Atty. Jet Maronilla and NAIA District Collector Atty. Maria Yasmin M. Obillos Mapa—two officials now sending a powerful message throughout the Bureau: deliver results or get left behind.

Known for his hands-on leadership and relentless drive for reforms, Maronilla is making one thing crystal clear: Customs headquarters is personally watching every shipment, every delay, and every office responsible for clearing the backlog.

Fighting alongside him is District Collector Yasmin Obillos Mapa, whose leadership has transformed BOC-NAIA into one of the Bureau’s strongest-performing collection districts. While consistently delivering impressive revenue collections, Mapa has also proven that efficiency, accountability, and disciplined execution are the real engines of customs modernization.
For Mapa, clearing the backlog is more than an operational target—it is a commitment to every legitimate importer who deserves faster, transparent, and reliable customs service.
Providing the operational backbone of the campaign is Special Deputy Collector Dr. Siegfred L. Manaois, whose steady coordination and decisive management continue to strengthen NAIA’s modernization initiatives. Working closely with the leadership team, Manaois has become a key force in ensuring that policies are translated into swift action on the ground.
