The Bureau of Internal Revenue (BIR), under the decisive leadership of Commissioner Charlito Martin R. Mendoza, has taken another bold leap toward transforming the country’s tax system after forging a strategic partnership with the Swiss Chamber of Commerce of the Philippines (SwissCham) to fast-track the agency’s digital modernization drive.
The signing of the Memorandum of Agreement (MOA) on July 21, 2026 marks a major breakthrough in the BIR’s aggressive campaign to build a faster, smarter, and technology-driven tax administration. Representing SwissCham was Vice Chairperson Michael Alzona, signaling the private sector’s strong confidence in the reform agenda being pursued by Commissioner Mendoza.
The agreement puts into action the commitments made under the Memorandum of Understanding signed in June, paving the way for stronger public-private collaboration in digital transformation, taxpayer services, and innovation.
At the forefront of this game-changing initiative is Commissioner Mendoza, whose leadership continues to push the BIR beyond traditional tax collection and into a new era of digital governance. His vision is clear: eliminate inefficiencies, modernize government services, and make tax compliance faster, easier, and more transparent for every Filipino taxpayer.
Under Mendoza’s watch, the BIR is aggressively embracing technology to improve revenue administration while strengthening taxpayer confidence. The partnership with SwissCham reinforces the Commissioner’s commitment to creating a world-class tax system capable of supporting economic growth and attracting more investments.
The MOA signing was witnessed by Deputy Commissioner Larry M. Barcelo, Assistant Commissioners Jose G. Afable and Raquel Cristina Baltazar, Information Systems Group officials, Chief of Staff Atty. Anne Loraine Garcia-Marquez, Atty. Erica Mabel B. Sarmiento, and SwissCham executives Maria Christine Fajardo and Jose Uy III.
With Commissioner Atty. Charlito Martin R. Mendoza steering the BIR’s modernization agenda at full speed, the agency is sending a powerful message: the future of tax administration is digital, efficient, and uncompromising in delivering quality public service.
