RECORD-BREAKER! REVENUE POWERHOUSE! NO LET-UP!
When it comes to revenue collection, the Bureau of Customs (BOC)–Port of Batangas is sending a powerful message: the port is not merely chasing its targets—it is smashing records and raising the bar for customs revenue performance!
Under the leadership of District Collector Carmelita M. Talusan, CESO V, fondly known as “Coll. Mimel” Talusan, the Port of Batangas delivered a breathtaking performance in September 2026, posting a staggering ₱24.540 BILLION in collections—the highest monthly collection in the port’s entire history!
This is no ordinary accomplishment. This is a statement of performance, discipline, and determination!
Against its September target of ₱22.642 billion, the port generated a massive surplus of ₱1.898 BILLION, or 8.38% above target.
And here’s the knockout punch!
Batangas Customs surpassed its previous monthly collection record of ₱24.208 billion, established in July 2026, by approximately ₱332.59 MILLION!
In a revenue-driven institution where every peso matters, that is a record-breaking performance worth putting under the national spotlight!
MIMEL TALUSAN: THE WOMAN BEHIND THE RECORD!
Let’s give credit where credit is due!
Coll. Mimel Talusan deserves the spotlight for steering the Port of Batangas to another historic revenue milestone.
Leading a major customs port is no walk in the park. It demands decisive leadership, close monitoring of operations, efficient assessment and collection, strict compliance with customs regulations, and the ability to work with numerous stakeholders in the fast-moving world of international trade.
Yet, under Talusan’s watch, Batangas Customs did more than deliver a strong September performance. It sustained its momentum throughout the first nine months of 2026.
The figures speak loudly—and they deserve to be heard!
From revenue monitoring to assessment and collection, and from trade facilitation to coordination with importers, customs brokers, shipping lines, and partner agencies, the port’s performance reflects the importance of keeping customs operations moving while protecting government revenue.
The challenge now is to keep the momentum alive, protect the gains, and prove that this record is not a one-month wonder but part of a sustained culture of performance.
That is where leadership is truly tested!
₱190.233 BILLION IN NINE MONTHS—AND COUNTING!
If September was explosive, the port’s cumulative performance was equally impressive.
From January to September 2026, the Port of Batangas collected ₱190.233 BILLION, beating its cumulative target of ₱186.359 billion by a whopping ₱3.874 BILLION, or 2.08%.
Read that again!
Nearly ₱190.3 billion in collections in just nine months!
That is a formidable revenue haul that underscores the port’s significant role in generating government funds and supporting the country’s fiscal requirements.
The third-quarter figures were equally encouraging.
From July to September, Batangas Customs collected ₱69.348 BILLION, exceeding its quarterly target of ₱67.178 billion by ₱2.170 BILLION, or 3.23%.
These numbers demonstrate that the port’s September record came amid a broader quarterly performance above target.
For Talusan and her team, the mission is clear: sustain the revenue drive, strengthen operational efficiency, and ensure that every legitimate and collectible customs revenue obligation is properly assessed and collected.
MARCH, JULY, SEPTEMBER—BATANGAS KEEPS RAISING THE BAR!
September’s record did not happen in isolation.
The port had already demonstrated its revenue-generating capacity in March, when it collected ₱22.212 billion against a target of ₱19.160 billion, producing a surplus of ₱3.052 BILLION.
April also delivered a substantial surplus of ₱2.276 billion.
Then came July, when the port reached its previous monthly record of ₱24.208 billion.
But Batangas Customs was not finished!
September arrived with an even bigger punch, pushing collections to ₱24.540 billion and establishing a new high-water mark in the port’s history.
The message is unmistakable: Batangas Customs has demonstrated its capacity to surpass its own previous record.
For Coll. Mimel, the next challenge is to translate this impressive performance into a sustainable record of revenue collection, operational excellence, and public service.
A record may capture the headlines today, but consistent performance is what builds lasting credibility.
IAM PROGRAM: INTEGRITY, ACCOUNTABILITY, AND MODERNIZATION!
The port’s accomplishment also aligns with the broader reform agenda of Customs Commissioner Ariel F. Nepomuceno, particularly the Bureau’s Integrity, Accountability, and Modernization (IAM) Program.
Revenue collection is a central responsibility of the BOC, but the mission does not end with hitting financial targets.

Customs must also facilitate legitimate trade, enforce customs laws, promote accountability, and provide efficient services to stakeholders.
For Batangas Customs, the challenge is to demonstrate that record collections and responsive public service can go hand in hand.
The formula must remain clear: collect what is legally due, facilitate legitimate shipments, enforce the rules fairly, and ensure that public trust remains at the heart of customs operations.
Under Talusan’s leadership, the September milestone provides a strong foundation on which the port can build.
The next test is whether the port can maintain this pace while continuing to uphold transparency, integrity, and professionalism.
THE FINAL COUNTDOWN: CAN BATANGAS FINISH 2026 EVEN STRONGER?
With September in the books, attention now turns to the remaining months of 2026.
The Port of Batangas has already exceeded its nine-month collection target and established a new monthly record. Those are substantial accomplishments.
But the race is far from over!
The remaining months will test the port’s ability to sustain collections, preserve operational efficiency, and continue delivering results without compromising lawful trade facilitation and regulatory compliance.
For Coll. Mimel Talusan and her team, the mission is to finish the year with the same determination that produced September’s historic haul.
No complacency. No resting on past achievements. Just sustained performance, stronger accountability, and relentless commitment to public service!
The ₱24.540-billion September collection has placed Batangas Customs in the record books.
Now comes the bigger challenge: making sure that this achievement becomes a springboard for even stronger results.
Because in the business of customs revenue collection, the real measure of leadership is not simply how high an institution can climb in one month—but how consistently it can deliver results for the Filipino people.
KUDOS TO COLL. MIMEL TALUSAN AND THE BATANGAS CUSTOMS TEAM!
₱24.540 BILLION IN ONE MONTH. ₱190.233 BILLION IN NINE MONTHS. A NEW MONTHLY RECORD.
Batangas Customs has delivered the numbers.
Now, the mission is to sustain the momentum, strengthen accountability, and keep legitimate trade moving.
In Batangas, the revenue drive is roaring—and the September record has raised the stakes for everyone!
