When it comes to generating billions for the government while keeping smugglers and illegal traders on their toes, the Manila International Container Port (MICP) is certainly not playing second fiddle.

Under the leadership of District Collector Atty. Felipe Geoffrey K. De Vera IV, MICP has delivered a powerful performance that deserves national attention — collecting a staggering ₱184.33 billion from January to September 2026, while simultaneously intensifying its campaign against smuggling and other illegal activities.

This is no ordinary accomplishment. This is a statement of performance!

Imagine this: MICP accounted for 24.2 percent of the Bureau of Customs’ total revenue collections during the first nine months of 2026. Its collection increased by 6.42 percent compared with the ₱173.20 billion recorded during the same period last year, generating an additional ₱11.14 billion for government coffers.

That is serious money. That is public service translated into billions!

And behind these impressive numbers is a Customs official who has kept the pressure on collection, enforcement, operational efficiency, and accountability — Collector Geoff De Vera.

DE VERA’S LEADERSHIP: RESULTS, NOT EMPTY PROMISES!

While some officials are content with issuing statements and attending meetings, MICP’s performance demonstrates the importance of translating leadership into measurable results.

July 2026 emerged as the Port’s strongest month, with collections reaching an impressive ₱23.25 billion. MICP also surpassed its monthly collection targets in February, April, June, and July.

These figures send a clear message: MICP remains one of the Bureau’s major revenue engines, and De Vera’s leadership is being tested where it matters most — actual performance.

But revenue generation is only half the battle.

The real challenge is collecting what is due to the government while ensuring that smugglers, unscrupulous traders, and those attempting to exploit weaknesses in the country’s borders do not get a free pass.

And this is where MICP’s enforcement operations deserve equal recognition.

₱1.716 BILLION IN CIGARETTE SHIPMENTS UNDER THE RADAR!

One of the most significant enforcement operations involved the inspection of 23 containers carrying approximately 29,900 master cases of cigarettes, with an estimated value of ₱1.716 billion.

Let that figure sink in!

A shipment of that magnitude demands serious scrutiny, uncompromising enforcement, and close coordination among authorities.

MICP also seized tobacco manufacturing equipment, raw materials, and finished products valued at ₱48.88 million. Other enforcement operations targeted dangerous drugs, illicit cigarettes, vape products, undeclared merchandise, and regulated commodities.

Overall, the Port recorded 52 seizure-related cases during the nine-month period.

This is not a small accomplishment. Every successful interception represents a potential blow against illegal trade, revenue leakage, and threats to public safety.

The message to smugglers should be crystal clear: the country’s ports are not playgrounds for illegal traders!

TRADE FACILITATION WITHOUT COMPROMISING BORDER SECURITY!

What makes De Vera’s leadership particularly significant is that enforcement has not come at the expense of legitimate commerce.

MICP continues to work with the Door-to-Door Consolidators Association of the Philippines to address shipment concerns and facilitate the processing and release of balikbayan boxes.

The Port also maintains its Customs Industry Consultative and Advisory Council meetings, bringing together government officials and private-sector representatives to discuss operational bottlenecks, customs procedures, and ways to improve service delivery.

Its engagement with industry players, including ICTSI, Royal Canin, and Trouw  Nutrition, further demonstrates the importance of maintaining open communication between Customs and the business community.

After all, a modern Customs bureau must be tough against illegal trade but efficient and responsive to legitimate businesses.

That is the balance MICP must continue to deliver.

OFW HELP DESK, CUSTOMER CARE, AND EMPLOYEE DEVELOPMENT

Beyond billions in collections and high-profile seizures, MICP has also maintained its Customer Care Center and OFW Help Desk to assist overseas Filipino workers and other stakeholders.

The Port’s community outreach, feeding activities, employee wellness programs, recognition initiatives, and professional development activities also deserve recognition.

These initiatives reinforce an important principle: Customs is not merely about inspecting containers, collecting duties, and intercepting contraband. It is also about serving people.

And public service must be felt not only in government statistics but in the actual experience of ordinary citizens.

COMMISSIONER NEPOMUCENO’S IAM MOVEMENT GAINS A STRONG ALLY

MICP’s accomplishments also provide a significant boost to Customs Commissioner Ariel F. Nepomuceno’s Integrity, Accountability, and Modernization (IAM) Movement.

Revenue performance, border protection, stakeholder engagement, and better public service are all essential components of the Bureau’s modernization agenda.

Nepomuceno’s recognition of De Vera and the men and women of MICP underscores the importance of teamwork in advancing the Bureau’s national mandate.

But let us be clear: commendations should never become an excuse for complacency.

The challenge now is to sustain the momentum, strengthen internal controls, close every opportunity for revenue leakage, and ensure that no individual — regardless of position or connections — can undermine the integrity of Customs operations.

THE BOTTOM LINE: GEOFF DE VERA MUST KEEP THE PRESSURE ON!

The ₱184.33-billion collection is impressive. The additional ₱11.14 billion is significant. The 52 seizure-related cases are substantial. And the ₱1.716-billion cigarette operation demonstrates the scale of enforcement challenges confronting the Port.

But the bigger story is this: MICP is showing that revenue generation and aggressive border enforcement can move together.

Credit must go to District Collector Atty. Felipe Geoffrey K. De Vera IV, his management team, and the hardworking men and women of MICP.

They have put numbers on the board, strengthened enforcement, and kept legitimate trade moving.

For De Vera, however, the job is far from finished.

The public expects more than impressive reports. It expects sustained collections, uncompromising enforcement, transparent operations, and zero tolerance for corruption.

To Collector Geoff De Vera: Keep the revenue flowing, keep the smugglers running, and keep the integrity of MICP beyond question!

Because at the end of the day, the real measure of Customs leadership is not the number of press releases issued, but the billions protected, the illegal shipments stopped, and the public trust earned.

MICP has delivered a powerful nine-month performance. Now the challenge is to make every succeeding month even stronger!
