She’s back — and the runway just got sharper.
After a brief hiatus, Atty. Yasmin O. “Yas” Mapa, one of the Bureau of Customs’ most seasoned and respected enforcers, has been reinstated as District Collector of the BOC–NAIA, the country’s main international gateway.
Mapa’s comeback, effective October 28, sends a clear signal: reform, discipline, and modernization at the airport port are back in full throttle.
Appointed as Customs Collector VI, Mapa’s return was confirmed on Friday, Oct. 31 — a decision that drew nods from both the customs rank and file and trade industry stakeholders who know her as a no-nonsense, reform-focused leader.
Known for her razor-sharp command of customs law and her cool-headed approach to complex operations, Collector Yas Mapa first took charge of NAIA in 2023, steering the port through a wave of modernization efforts and integrity-driven reforms.
In April 2025, she led the landmark ATA Carnet Training — a breakthrough collaboration between the Bureau, the Philippine Chamber of Commerce and Industry (PCCI), and the Japan International Cooperation Agency (JICA). The program boosted procedural know-how among customs officers and traders, proving that Mapa’s leadership blends enforcement with education.
Her international footprint is equally impressive. In October 2024, she represented the Bureau of Customs at the Global Logistics Conference (GLC) hosted by Expeditors Philippines, where she spotlighted the BOC’s modernization agenda and the Philippines’ growing role in regional trade facilitation.
Now, she’s back at NAIA with a renewed mission — to push forward the reforms she started, streamline passenger and cargo clearance, and ensure that the country’s busiest port remains a model of efficiency and transparency.
