On the ground, Special Deputy Collector DR. SIEGFRED L. MANAOIS, alongside the Paircargo Assessment Composite Unit, delivered a standout performance—generating ₱2.7 billion in collections for March 2026 alone. A commanding contribution that significantly boosted the district’s overall revenue drive.

But the bigger picture tells an even stronger story.

Despite major operational challenges—including the slowdown during the Chinese New Year, inventory constraints, reduced flight volumes due to tensions in the Middle East, and other logistical pressures—the entire Port of NAIA successfully achieved its First Quarter 2026 collection target.

This was not handed on a silver platter. It was earned through consistent, high-level assessment performance and disciplined execution across all units.

The Paircargo Assessment Unit’s strong showing in January, February, and March helped anchor this success—but it was the collective effort of the entire port that sealed the victory.

This Certificate of Commendation, therefore, represents more than individual excellence—it reflects a unified command that delivers even in the face of adversity.
