THREE straight commendations. BILLIONS in collections. ONE powerful message—when leadership is firm, performance follows.
The Paircargo Assessment Composite Division of the Bureau of Customs–NAIA has once again put its performance on the record, earning three Certificates of Commendation during the Flag Raising Ceremony on October 5, 2026, at the NAIA Customshouse in Pasay City.
And behind this impressive showing are two officials who deserve the spotlight: District Collector Atty. Maria Yasmin “Yas” M. Obillos-Mapa and Special Deputy Collector Dr. Siegfred L. Manaois, together with Assistant SDC Ms. Irene Moreno-Concio and the hardworking Paircargo Assessment personnel.
The numbers are not whispers—they are BILLIONS.
The division posted ₱2.733 billion in July, ₱2.081 billion in August, and ₱2.729 billion in September, earning recognition from Collector Mapa for exceeding its assigned monthly revenue targets and for exceptional dedication and performance.
That is what you call delivery under pressure.
YAS MAPA: LEADERSHIP THAT DEMANDS RESULTS
At the helm of Collection District III, Atty. Yas Mapa has demonstrated that leadership is not merely about occupying the Collector’s chair—it is about making the entire organization move.
Her recognition of the Paircargo team’s accomplishments sends a clear message: performance matters, targets matter, and public service must produce measurable results.
For Mapa, revenue collection is not just a statistic on a report. It is part of the Bureau’s larger mandate to protect government revenues while ensuring that legitimate trade continues to move.
And when her people deliver, she makes sure their performance is recognized.
MANAOIS AND THE PAIRCARGO FRONTLINERS
Then there is Dr. Siegfred L. Manaois, whose leadership in the Paircargo Assessment Composite Division has helped keep the operation focused on one thing: results.
Three commendations in succession are no small achievement.
They reflect a team that understands that every assessment, every shipment and every collection contributes to the larger mission of the Bureau of Customs.
With Assistant SDC Irene Moreno-Concio working alongside Manaois, the Paircargo team has shown that effective leadership becomes powerful when backed by disciplined personnel who know their responsibilities and deliver under pressure.
₱7.5 BILLION IN THREE MONTHS
Add the July-to-September figures and the division generated approximately ₱7.543 billion in collections.
That figure alone should silence anyone who thinks performance in government offices cannot be measured.
It CAN.
It SHOULD.
And at NAIA, the Paircargo Assessment Composite Division has provided the receipts.
The three Certificates of Commendation are therefore more than pieces of paper.
They are a public acknowledgment of a workforce that has contributed significantly to the revenue-collection mission of Collection District III.
IAM IN ACTION
Under Customs Commissioner Ariel F. Nepomuceno’s Integrity, Accountability, and Modernization (IAM) Program, the challenge is clear:
strengthen revenue generation, modernize operations, enforce accountability and uphold integrity.
At NAIA, the Paircargo team is showing that these principles can translate into actual performance.
No shortcuts. No excuses.
Results.
That is the kind of government service taxpayers want to see.
And with Yas Mapa providing the district-level leadership and Dr. Siegfred Manaois steering the Paircargo assessment team, NAIA’s revenue front continues to demonstrate that strong leadership, disciplined execution and committed personnel can turn targets into accomplishments.
Three commendations.
Three months.
Billions collected.
That is not noise. That is performance.
And for the hardworking men and women of Paircargo Assessment Composite Division, the message is loud and unmistakable:
KEEP DELIVERING. KEEP RAISING THE BAR. KEEP THE REVENUE FLOWING.
Because in the Bureau of Customs, the real measure of leadership is not the title on the door—it is the RESULTS on the books.
