PARAÑAQUE CITY — The Bureau of Customs–Port of NAIA is once again proving why it remains the country’s premier gateway for trade facilitation as District Collector Atty. Maria Yasmin M. Obillos-Mapa spearheaded another decisive initiative to fast-track cargo movement and eliminate operational bottlenecks.

In a high-level strategic meeting, Clark Development Corporation (CDC) President Atty. Agnes VST Devanadera, together with top CDC officials, met with Collector Yas Mapa and the leadership of People’s Air Cargo and Warehousing Co., Inc. (Paircargo) to synchronize operations aimed at accelerating the seamless transfer of transshipment cargoes between NAIA and the Clark Freeport Zone.

The meeting sent a powerful message: bureaucratic delays have no place under the leadership of Collector Yas Mapa.

Driving the operational backbone of the initiative were Special Deputy Collector Dr. Siegfred L. Manaois, whose close coordination with Paircargo has strengthened Customs-industry collaboration, Deputy Collector for Operations Wilnora Cawile, who reinforced operational efficiency to ensure uninterrupted cargo movement, and Deputy Collector for Assessment Dan Oquias, who continues to guarantee faster, accurate, and transparent customs assessment procedures.

Together, the four officials demonstrated the kind of decisive leadership needed to keep Philippine trade moving at full speed.

The discussions zeroed in on warehouse coordination, customs processes, logistics synchronization, and the immediate resolution of long-standing cargo bottlenecks that have slowed supply chains.

In a major commitment during the meeting, Paircargo President Joseph Madrigal assured Customs officials that the existing cargo backlog will be completely cleared before the end of July—an aggressive target welcomed by Collector Mapa and her leadership team.

Observers described the alignment meeting as another major milestone under Collector Mapa’s modernization drive, where government and private stakeholders work as one to strengthen the country’s logistics network, enhance trade facilitation, and boost investor confidence.

With Collector Yas Mapa leading the charge, supported by Dr. Siegfred Manaois, Wilnora Cawile, and Dan Oquias, the Port of NAIA continues to raise the bar in customs efficiency, proving that decisive leadership, operational excellence, and strong public-private partnership are transforming NAIA into one of the country’s most responsive and business-friendly international gateways.
