The Bureau of Internal Revenue (BIR) is turning up the heat on delinquent taxpayers as it rolls out nationwide a powerful digital weapon designed to track, monitor and manage unpaid tax liabilities with greater speed, accuracy and precision.
Under the leadership of BIR Commissioner Atty. Charlito Martin R. Mendoza, the Bureau has officially launched the Enhanced Accounts Receivable Management System (eARMS)—a web-based platform that puts delinquent accounts under tighter digital watch.
Effective September 21, 2026, pursuant to a BIR Memorandum dated September 14, the enhanced system replaces the old Accounts Receivable Management System (ARMS) as part of the Bureau’s DARES reform agenda, particularly its drive for Digital and Data Transformation and stronger Revenue Collection and Base Protection.

With eARMS, the BIR is strengthening its ability to identify, track and manage Accounts Receivable and Delinquent Accounts (AR/DA) across its offices.
The system centralizes critical information involving outstanding tax obligations, including records connected to the seizure, sale and forfeiture of properties.
In simple terms: the taxman gets a sharper digital trail—and delinquent accounts get nowhere to hide.
Commissioner Mendoza emphasized that accurate and reliable records are the backbone of aggressive and effective revenue collection.
“Accurate and reliable records are essential to effective revenue collection,” Mendoza said, stressing that eARMS will allow the Bureau to monitor outstanding liabilities more effectively, undertake timely collection action and make it easier for taxpayers to verify and settle their obligations.

Mendoza’s leadership is putting technology at the center of the BIR’s campaign to strengthen government revenues.
The Commissioner made it clear that digitalization is not merely about replacing paper with computers—it must translate into faster operations, cleaner records, stronger enforcement and better taxpayer service.
The new system is designed to improve data integrity, system reliability and account monitoring, giving BIR offices a more centralized and dependable picture of delinquent tax accounts.
For taxpayers carrying outstanding obligations, the improved records could also make it easier to verify liabilities, settle tax debts and process tax clearance applications.
