In its continuing pursuit of excellence and efficiency, the Bureau of Customs (BOC) once again demonstrated its proactive approach to global cooperation and institutional development through its recent technical visit to Ho Chi Minh City, Vietnam. The visit, held in September, focused on the Proposal for Continuation of Capacity Building Program—an initiative aimed at enhancing the agency’s operational capabilities through exposure to international best practices in load port surveying.
Representing the BOC were Atty. Geniefelle P. Lagmay, Atty. Gerard Turiano, Atty. Julito L. Doria, Atty. Enrico Turingan, Atty. Nicolas R. Kyamko III, Atty. Ferdinand T. Pauig, Mr. Christian R. Tibo, and Ms. Ma. Elena S. Barrocan.
Among the delegates, Atty. Gerard Turiano stood out for his active engagement and incisive insights during the discussions—reflecting the Bureau’s growing culture of technical proficiency and forward-thinking leadership. His participation underscored the importance of aligning customs practices with international standards to ensure that the Philippines remains competitive in global trade.
This initiative is a clear manifestation of the visionary direction set by Commissioner Ariel F. Nepomuceno, whose leadership has been marked by a strong emphasis on professional growth, operational integrity, and international collaboration. Since assuming office, Commissioner Nepomuceno has consistently pushed for programs that modernize the BOC’s processes and elevate the competencies of its personnel, fostering a workforce that is globally aware and technically equipped.
Through initiatives like this capacity-building program, the Bureau of Customs not only strengthens its institutional framework but also reaffirms its commitment to efficient, transparent, and globally aligned customs service—one that truly mirrors Commissioner Nepomuceno’s call for a Customs that performs with integrity, professionalism, and global competitiveness.
