When the numbers speak, there is nowhere to hide.
And at the Bureau of Customs (BOC) Port of Cebu, the August 2026 figures are speaking loudly.
Under the leadership of District Collector Atty. Zsae Carrie C. De Guzman, the Port of Cebu collected a whopping ₱4.062 billion in August—beating its assigned target of ₱3.975 billion by ₱86.856 million, or 2.19 percent above target.
That is not merely a number on a collection sheet.
It is a signal that revenue monitoring, valuation, assessment and collection are being pushed with greater intensity.
₱4.062 BILLION—AND COUNTING!
Based on the Port’s preliminary collection report, total collections reached ₱4,061,858,713.18, against the monthly target of ₱3,975,002,780.97.
The result: a ₱86,855,932.21 surplus.
But the real fireworks came from the Port’s subports.
MACTAN GOES THROUGH THE ROOF!
The Subport of Mactan posted a staggering performance.
It collected ₱534,792,471.76 against a target of only ₱179,764,200.00.
That’s a jaw-dropping ₱355.028-million surplus, equivalent to 197.50 percent above target.
Almost twice the assigned target.
DUMAGUETE ALSO DELIVERS!
The Subport of Dumaguete likewise delivered a strong performance.
Collections reached ₱683,860,642.10, compared with its ₱582,996,480.00 target.
The result was a ₱100.864-million surplus, or 17.30 percent above target.
These performances helped push the entire Port of Cebu into positive territory for August.
DE GUZMAN: DISCIPLINE, MONITORING, COLLECTION
At the center of the Cebu performance is Collector Atty. Zsae Carrie C. De Guzman, who attributed the results to strengthened revenue monitoring, proper valuation and assessment, and the collective work of BOC personnel.
Her message is straightforward: collect what is lawfully due, assess properly, and make the customs process work.
De Guzman emphasized that the Port’s responsibility goes beyond simply hitting a monthly target. It also involves efficient, transparent and responsive customs procedures for the trading community.
That combination—collection discipline and operational efficiency—is crucial in keeping legitimate trade moving while ensuring that government revenues are properly collected.
NO ROOM FOR COMPLACENCY
But here’s the hard truth: one good month is not the finish line.
The August surplus gives the Port of Cebu something to build on, not a reason to relax.
The challenge now is consistency.
Can the Port sustain accurate assessment?
Can it keep revenue monitoring tight?
Can it continue collecting lawful duties and taxes without unnecessary delays?
Can its personnel maintain the same level of performance month after month?
Those are the questions that matter.
For now, the August scoreboard is clear:
₱4.062 BILLION COLLECTED.
₱86.856 MILLION ABOVE TARGET.
2.19% SURPLUS.
And with Mactan and Dumaguete producing major contributions, BOC Cebu under Collector Atty. Zsae Carrie C. De Guzman has put another strong month on the board.
In customs, targets are not suggestions.
They are obligations.
And in August, Cebu didn’t just meet the number—it went beyond it.
