History is about to get a national spotlight, and the man pushing it to the front is Eastern Samar Lone District Congressman Christopher Sheen “Sheen” Gonzales.
In a bold legislative move, Gonzales filed House Bill No. 122, seeking to declare March 17 as “Homonhon Landing Day,” a special non-working holiday to commemorate the historic arrival of Portuguese explorer Ferdinand Magellan on Homonhon Island in 1521 — the moment widely considered as the Philippines’ first recorded contact with the Western world.
For Gonzales, the move is not just about marking a date in history.
It is about giving Eastern Samar the recognition it deserves in the birth story of the nation.
“History began in Eastern Samar,” Gonzales stressed in pushing the measure.
Historical records show that Magellan’s expedition dropped anchor in Homonhon Island for eight days, before moving on to Limasawa, Butuan, and eventually Cebu, where the explorer met his fate in the historic Battle of Mactan against Lapu-Lapu.
Under the proposed law, the Eastern Samar provincial government, together with the National Historical Commission of the Philippines (NHCP), Department of Education (DepEd), and Commission on Higher Education (CHED), will spearhead annual commemorations featuring historical reenactments, cultural exhibitions, and educational programs highlighting the country’s early encounter with the West and the spread of Christianity in the archipelago.
The bill is co-authored by Deputy Speaker Marcelino Libanan, strengthening its chances of gaining traction in Congress.
A LAWMAKER WHO DELIVERS
But the Magellan holiday bill is just one of many aggressive initiatives being pushed by Gonzales for his home province.
As Eastern Samar’s Lone District Congressman, Gonzales has been steadily building a reputation as a development-driven lawmaker who refuses to let his province remain in the shadows.
Under his leadership, Eastern Samar has seen a wave of infrastructure funding, livelihood programs, tourism promotion, and disaster-resilient development projects aimed at transforming the province from a historically overlooked region into an emerging economic and tourism hub in Eastern Visayas.

For Gonzales, pushing the Homonhon Landing Day holiday is also about turning history into opportunity.
If declared a national observance, the annual celebration could boost tourism, historical awareness, and economic activity in Eastern Samar — putting Homonhon Island firmly on the global historical map.

Gonzales wants to change that.
By institutionalizing the commemoration, the lawmaker believes the country will finally give proper recognition to the site where a pivotal chapter of Philippine history began.

Instead, it could become a day when the nation remembers where its first encounter with the Western world began — on the shores of Homonhon Island in Eastern Samar.
