A major milestone for the people of Eastern Samar has finally become a reality with the official inauguration of the Land Transportation Office (LTO) District Office in Barangay 10, Dolores, on April 7, 2026—a long-awaited project that brings vital government services closer to the community.
This is not just another government office. It stands as a powerful symbol of public service brought directly to the people—clear proof that when leadership is driven by commitment and genuine concern, meaningful change happens.
Through the determined leadership of Municipal Mayor Dr. Zaldy Carpeso, what was once a long-standing aspiration has now turned into reality for residents of Dolores and nearby municipalities. With firm resolve, Mayor Carpeso pushed for the establishment of the district office to end the long, exhausting trips residents had to make to renew their driver’s licenses or register their vehicles.
According to Mayor Carpeso, the new LTO District Office will greatly benefit the people of Eastern Samar by making government services faster, easier, and more accessible.
Among the services now readily available to the public are:
• Application and renewal of driver’s licenses
• Processing of student permits
• Motor vehicle registration and renewal
“This project is for the people. Our constituents no longer need to travel far just to access basic government services,” the mayor emphasized.
However, Mayor Carpeso stressed that this achievement was not the result of one person alone, but rather the product of strong collaboration among leaders who truly care for Eastern Samar.
One of the most crucial roles in making this project possible was played by House Minority Leader and 4Ps Partylist Representative Cong. Atty. Marcelino “Nonoy” Libanan, who spearheaded the legislative effort that converted the former LTO extension office into a full-fledged District Office.
Through his legislative initiative, the legal and operational foundation of the office was secured, allowing it to serve thousands of motorists across Eastern Samar.
Equally vital was the strong support of Eastern Samar Lone District Congressman Sheen P. Gonzales, who continues to champion programs and initiatives that strengthen government services throughout the province.
Also recognized for his significant contribution to the realization of the project is Eastern Samar Governor Ralph Vincent M. Evardone, whose leadership consistently pushes for improved public service and development across the province.
Mayor Carpeso likewise expressed his gratitude to LTO Regional Director Ledwino R. Macariola, whose guidance and support were instrumental in the successful conversion and expansion of the office’s operations.
The mayor also acknowledged the steadfast support of his partner in local governance, Vice Mayor Shonny Niño R. Carpeso, who helped ensure that the project moved forward for the benefit of the people.
