No time for ceremonies. No room for slow starts. Newly installed District Collector Arnaldo M. Saulong wasted no time and immediately launched a hard-hitting operational assault at the Port of Subic, proving that under his command, action comes first.
In a full-scale facility inspection and operational walkthrough with the Subic Bay International Terminal Corporation and the Subic Bay Metropolitan Authority Seaport Department, Saulong personally marched into the frontline to inspect the true condition of one of the country’s key gateways.
Fresh from assuming office last March 30, 2026, Saulong made it clear that leadership means boots on the ground—not sitting behind desks.
During the aggressive inspection, the Subic Customs chief closely examined cargo handling systems, vessel movements, logistics flow, coordination procedures, and critical infrastructure inside the port. The mission: expose weaknesses, tighten operations, and unleash faster, stronger, and more efficient customs service.

Sources on the ground said Saulong wanted firsthand intelligence on every moving part of the port to ensure no delay, no disorder, and no wasted opportunity under his watch.
“You cannot fix what you do not personally inspect,” was the message strongly echoed by the new collector as he emphasized that real solutions come from seeing the actual battlefield.
The high-impact operation also sent a clear warning that under Collector Saulong, performance, discipline, and efficiency will be non-negotiable.
The coordinated walkthrough highlighted the growing alliance between Customs and port stakeholders to guarantee seamless trade flow, stronger public service, and world-class port operations.
Aligned with the Bureau of Customs’ 5-Point Priority Program, Saulong’s early offensive supports modernization, stronger stakeholder engagement, and faster customs processes designed to boost national trade and revenue generation.
With Arnaldo M. Saulong now at the helm, the Port of Subic is entering a new era—one driven by field leadership, decisive action, and zero tolerance for inefficiency.
