The Bureau of Customs–Port of Manila (BOC-POM) is making its presence felt, delivering results where it matters most—revenue generation and the disposal of auctionable goods!
In a bureaucracy where performance must be measured by results, District Collector Rizalino Jose “RJ” Torralba and Atty. Jann Denice Obillos, Acting Chief of the Auction and Cargo Disposal Division, have another reason to stand tall!
At the October 15, 2026 BOC Collectors’ Conference, the Port of Manila emerged as one of the recognized performers, receiving a Certificate of Commendation for surpassing its September revenue collection target and a Certificate of Recognition for being among the Top 3 Performing Ports in auction operations for the same period.
Now, that is a double dose of good news!
TWO AWARDS, ONE MESSAGE: PERFORMANCE COUNTS!
Under the leadership of Customs Commissioner Ariel F. Nepomuceno, the BOC continues to push its Integrity, Accountability, and Modernization (IAM) agenda. And in this drive, the Port of Manila is showing that hitting collection targets and improving auction operations are critical parts of the Bureau’s mission.
Collector RJ Torralba personally received the Certificate of Commendation from Commissioner Nepomuceno, recognizing POM’s achievement in surpassing its September 2026 revenue target.
That recognition is no small matter.
Revenue collection is at the heart of the Bureau’s mandate. Every peso properly collected helps fund government programs, public services, and national development. Beating a target is therefore more than a figure on a report—it is a performance milestone that deserves recognition.
Credit must go to the men and women of the Port of Manila whose collective efforts helped deliver the result.
But the story does not end there!
ATTY. JANN DENICE OBILLOS: AUCTION OPERATIONS IN THE SPOTLIGHT!
Another bright spot in POM’s performance is its recognition as one of the Top 3 Performing Ports in auction operations.
Joining Collector Torralba in receiving the award was Atty. Jann Denice Obillos, Acting Chief of the Auction and Cargo Disposal Division.
This recognition puts the spotlight on an often-overlooked but important part of customs administration: the proper handling and disposal of goods through auction.
Auction operations demand diligence, coordination, compliance with applicable rules, and transparency. When properly conducted, these processes help ensure that goods eligible for disposal are handled through established procedures rather than left indefinitely in customs custody.
For Atty. Obillos and her division, the recognition is an encouraging vote of confidence in their work. It also raises the bar: maintaining transparent procedures, strengthening accountability, and ensuring that auction operations remain efficient and compliant must continue to be the order of the day.
A commendation for revenue performance and a Top 3 recognition for auction operations—two achievements that put POM’s efforts squarely on the map!
TORRALBA’S CHALLENGE: SUSTAIN THE MOMENTUM!
For Collector RJ Torralba, the challenge now is to turn recognition into sustained performance.
Awards are welcome, but the real test is consistency. Can the Port of Manila continue meeting and surpassing collection targets? Can it maintain efficient cargo disposal operations while upholding transparency and accountability?
Those are the questions that matter.
The latest recognition gives POM a strong platform on which to build. It also reminds every official and employee that public service is not about titles, photographs, or ceremonies—it is about delivering measurable results while respecting the rules.
The same challenge applies to Atty. Obillos and the Auction and Cargo Disposal Division. Being among the Top 3 performing ports is an achievement worth celebrating, but it should also serve as motivation to protect the integrity of every transaction and sustain operational excellence.
COMMISSIONER NEPOMUCENO’S IAM DRIVE GAINS ANOTHER BOOST!
The recognition also reinforces Commissioner Ariel F. Nepomuceno’s push for Integrity, Accountability, and Modernization across the Bureau of Customs.
Reforms become meaningful when they translate into results at the ports. Strong collection performance, accountable auction procedures, and competent personnel are essential components of a customs administration that the public can trust.
POM’s latest awards provide a positive example of what the Bureau wants its operating units to deliver: results without compromising integrity, efficiency without sacrificing accountability, and modernization backed by responsible public service.
But let us be clear: recognition is not a license to relax. It is a challenge to do even better!
The Port of Manila must continue guarding government revenue, ensuring proper cargo disposal, and strengthening public confidence in its operations.
THE BOTTOM LINE
Congratulations to Collector RJ Torralba, Atty. Jann Denice Obillos, and the entire Port of Manila team!
Two recognitions in one conference send a powerful message: performance deserves to be acknowledged, and excellence must be sustained.
In the continuing battle for efficient, transparent, and accountable customs administration, POM has earned its moment in the spotlight.
THE REAL SCORECARD? RESULTS, INTEGRITY, AND PUBLIC SERVICE!
And for Torralba and Obillos, the mission is clear: keep the revenue flowing, keep auction operations above board, and keep proving that recognition is earned through hard work—not just fine words.
Because in the Bureau of Customs, the ultimate victory is not the certificate hanging on the wall. It is the public trust earned through honest, efficient, and accountable service.
