A RECORD-SHATTERING revenue performance has put the Bureau of Customs–Port of Batangas (BOC-POB) in the spotlight, with District Collector Carmelita “Mimel” Talusan, CESO V, leading the charge in a historic September collection haul that sent a powerful message of efficiency, dedication, and results-driven customs administration.

Under Talusan’s leadership, the Port collected a staggering ₱24.540 BILLION in September 2026, crushing its assigned target of ₱22.642 billion by an impressive ₱1.898 BILLION, or 8.4% above target.

This was no ordinary monthly accomplishment. It was the highest monthly revenue collection in the Port’s history—a milestone that puts the spotlight squarely on the hard work of Talusan and the men and women behind Batangas Port’s revenue-generating operations.

MIMEL’S LEADERSHIP DELIVERS BILLIONS!

The numbers speak loudly: ₱24.540 billion collected against a ₱22.642-billion target. That is nearly ₱1.9 billion beyond expectations in a single month!

For Talusan, the achievement represents more than a financial victory. It reflects the collective efforts of the Port’s offices, divisions, subports, and personnel in carrying out the Bureau’s mandate while maintaining operational efficiency and accountability.

The Port’s remarkable performance earned it a Certificate of Commendation during the Bureau of Customs Collectors’ Conference on October 15, 2026.

The recognition underscores the Port’s contribution to national revenue generation and reinforces the importance of strong leadership, coordinated operations, and a workforce committed to delivering measurable results.

NO ONE LEFT BEHIND: TALUSAN HONORS THE FRONTLINERS!

But Talusan did not keep the spotlight for herself.

During the Flag Raising Ceremony, the district collector conferred Certificates of Commendation on the Port’s offices, divisions, and subports in recognition of their respective contributions to the record-breaking collection.

Personnel were likewise awarded Certificates of Recognition for their academic achievements and continuing commitment to education, professional growth, and personal development.

The message was unmistakable: behind every billion-peso collection milestone are people whose dedication, competence, and teamwork keep the machinery of customs administration moving.

By recognizing both organizational performance and individual achievement, Talusan highlighted a leadership approach that values results while acknowledging the people responsible for producing them.

IAM REFORMS: FROM COMMITMENT TO CONCRETE RESULTS!

The Batangas Port milestone also aligns with Commissioner Ariel F. Nepomuceno’s Integrity, Accountability, and Modernization (IAM) agenda, which seeks to strengthen customs administration through integrity, transparency, operational improvements, and accountable public service.

Talusan and her team are committed to sustaining the Port’s strong revenue performance, meeting collection targets for the remaining months of 2026, and contributing to the Bureau’s broader mission.

The challenge now is to keep the momentum going.

A historic September has raised the bar for Batangas Port. Sustaining that performance will require continued vigilance, efficient operations, professional discipline, and unwavering adherence to the rules governing customs collection and enforcement.

THE BOTTOM LINE: RECORDS ARE MADE TO BE BROKEN!

With ₱24.540 billion collected in September and an unprecedented monthly record established, Carmelita “Mimel” Talusan and the BOC-Port of Batangas have delivered a revenue milestone worthy of national attention.

The achievement is a powerful reminder that public service must ultimately be measured not by promises, but by performance, accountability, and results.

For Talusan and her team, the mission is far from over. The next battle is to sustain the gains, hit the succeeding targets, and ensure that every peso rightfully due to the government is collected in accordance with the law.

In Batangas Port, the September numbers have made history. Now the challenge is to turn that historic performance into a lasting standard of excellence.
