A DOUBLE-BARRELED VICTORY for government revenue and border security!
The Bureau of Customs–Ninoy Aquino International Airport (BOC-NAIA) has earned the commendation of Commissioner Ariel F. Nepomuceno after surpassing its assigned revenue collection target for September 2026—a feat that puts the spotlight on the district’s performance under the leadership of District Collector Atty. Yasmin “Yas” O. Mapa!
During the October 15 Collectors’ Conference, Commissioner Nepomuceno recognized BOC-NAIA’s accomplishment, underscoring the district’s continuing role in generating government revenues while tightening the country’s defenses against smuggling, prohibited shipments, and other customs violations.
For Collector Mapa, the recognition sends a strong message: revenue collection and border protection must go hand in hand, especially at the country’s busiest international gateway.
HINDI PURO KOLEKTA—KUNDI SEGURIDAD DIN!
Under Mapa’s leadership, BOC-NAIA’s mandate extends beyond collecting duties and taxes. The district is also expected to keep a watchful eye on incoming shipments, parcels, baggage, and other cargo that may pose risks to public safety and national security.
Nepomuceno likewise commended the vital contributions of the Enforcement and Security Service–NAIA (ESS-NAIA), Customs Intelligence and Investigation Service–NAIA (CIIS-NAIA), X-Ray Inspection Project, Customs Anti-Illegal Drug Task Force–NAIA (CAIDTF-NAIA), and Customs Examiners.
These frontline units serve as crucial layers of defense against illegal drugs, prohibited goods, customs fraud, and other unlawful activities that threaten the country’s borders.
Through intelligence-driven operations, cargo examination, X-ray inspection, and coordination among enforcement teams, BOC-NAIA continues to strengthen its capacity to detect suspicious shipments and prevent illicit goods from slipping through the nation’s principal air gateway.
MAPA’S CHALLENGE: KEEP THE NUMBERS UP, KEEP THE SMUGGLERS OUT!
The September revenue achievement is a welcome boost for the district, but the bigger challenge is sustaining the momentum. Revenue collection must remain strong, enforcement must stay vigilant, and every customs transaction must be handled with integrity and accountability.
For Mapa, the task is clear: ensure that legitimate trade moves efficiently while illegal shipments face firm and lawful scrutiny.
The commendation also reinforces Commissioner Nepomuceno’s Integrity, Accountability, and Modernization (IAM) Program, which seeks to strengthen ethical governance, improve customs operations, and modernize the Bureau’s services.
But recognition must translate into consistent results. The public expects more than impressive collection figures—it expects a customs service that protects national interests, treats legitimate traders fairly, and refuses to tolerate corruption or smuggling.
NO ROOM FOR COMPLACENCY!
With Mapa at the helm, BOC-NAIA is being challenged to build on its September performance and maintain the pressure against customs violations without compromising lawful trade facilitation.
The message is unmistakable: every peso collected matters, every suspicious shipment deserves proper scrutiny, and every enforcement operation must be backed by professionalism and accountability.
As Commissioner Nepomuceno pushes the Bureau’s reform agenda, BOC-NAIA’s revenue performance and enforcement efforts will remain important measures of its ability to deliver on its mandate.
For Collector Atty. Yasmin “Yas” Mapa, the commendation is a recognition of the district’s achievement—and a call to keep delivering.
SA NAIA, DAPAT TULOY ANG KOLEKTA, TULOY ANG BANTAY, AT WALANG LUSOT ANG SMUGGLING!
