The message from the Bureau of Customs–Port of Cebu is loud and unmistakable: adapt, modernize, and move faster—or get left behind.

At the center of this aggressive push is District Collector Alexandra Yap-Lumontad, whose leadership is driving Cebu’s busiest gateway toward a new era of efficiency, transparency, and investor confidence.

During the 2nd Quarter Customs Industry Consultative and Advisory Council (CICAC) Meeting held on June 24, 2026, at Summit Galleria Cebu, customs officials, industry leaders, and logistics stakeholders gathered for what was more than a routine consultation—it was a declaration that the Port of Cebu is stepping up its game.

Coll. Yap-Lumontad made it clear that Customs can no longer operate under old habits and outdated systems.

In an increasingly competitive global economy, speed, coordination, and accountability have become powerful weapons in attracting investments and sustaining growth.

Under her watch, the Port of Cebu is aggressively pursuing reforms designed to cut red tape, accelerate cargo movement, and provide businesses with the predictability they need to thrive.

The meeting showcased key modernization initiatives that are reshaping customs operations nationwide.
Atty. Nicolas R. Kyamko III outlined the Super Green Lane Program, a flagship initiative aimed at fast-tracking strategic investments through expedited customs procedures.

Jonathan T. Soriano of the Management Information System and Technology Group presented updates on the Customs Processing System and E2M concerns, while Antonio Puda of Ascent Solution Philippines, Inc. discussed enhancements to the Electronic Tracking of Containerized Cargo (E-TRACC) System, a crucial tool in strengthening cargo visibility and monitoring.

But beyond technological upgrades and policy discussions, the gathering underscored a bigger message: Cebu Customs is no longer content with merely processing shipments—it intends to become a major catalyst for economic expansion.

Coll. Yap-Lumontad stressed that sustained dialogue between government and the private sector is essential to building a trading environment founded on trust, efficiency, and compliance.

Her approach reflects the reform agenda championed by Commissioner Ariel F. Nepomuceno, who has consistently pushed for stronger stakeholder engagement, seamless trade facilitation, enhanced revenue generation, and uncompromising border protection.

With Coll. Alexandra Yap-Lumontad at the helm, the Port of Cebu is sending a powerful signal to investors and traders alike: Customs is open for business, reforms are accelerating, and Cebu is positioning itself as one of the country’s most dynamic and competitive trade gateways.

The engines of modernization are running full throttle—and Cebu Customs is making sure nobody gets left behind.
