Another month. Another victory.
The Paircargo Assessment Composite Division of the Bureau of Customs–NAIA has once again proven that discipline, strategic leadership, and relentless commitment produce results that speak louder than words.
For the sixth consecutive month in 2026, the Division smashed its collection target, further cementing its reputation as one of the most consistent revenue-generating units within the Bureau of Customs.
At the forefront of this remarkable achievement is District Collector Atty. Maria Yasmin M. Obillos-Mapa, whose decisive leadership continues to drive Collection District III toward unprecedented fiscal accomplishments.
Under her stewardship, the Paircargo Assessment Composite Division generated an impressive ₱2.721 billion in collections for June 2026, surpassing its assigned target of ₱2.425 billion by a substantial margin.
Collector Obillos-Mapa wasted no time in recognizing the men and women behind the accomplishment, commending the dedication, professionalism, and unwavering work ethic of the Division.
Leading the operational charge is Special Deputy Collector Dr. Siegfred L. Manaois, whose results-oriented management style and firm commitment to excellence have transformed the Division into a formidable revenue powerhouse.
Working alongside him is Assistant Special Deputy Collector Irene Moreno-Concio, whose steadfast support and administrative leadership have contributed significantly to the Division’s sustained success.
For six straight months, the message from Paircargo has been loud and unmistakable: performance is not accidental—it is built through discipline, competence, and accountability.
Observers note that the Division’s remarkable momentum reflects the broader vision of BOC Commissioner Ariel F. Nepomuceno, whose Integrity, Accountability, and Modernization (IAM) Program continues to reshape the Bureau into a more efficient, transparent, and responsive institution.
But on the ground, it is Collector Obillos-Mapa and Dr. Manaois who are turning policy into measurable victories.
Their formula is simple yet effective: aggressive revenue generation, strict compliance measures, enhanced stakeholder engagement, transparent processes, and stronger trade facilitation initiatives.
The numbers tell the story.
Six consecutive months of exceeding targets is no coincidence.
It is the product of leadership that demands excellence, personnel who rise to the challenge, and a shared commitment to safeguarding legitimate trade while protecting the country’s borders.
As Collection District III continues its upward trajectory, one thing is becoming increasingly clear: under the leadership of Collector Atty. Maria Yasmin Obillos-Mapa and Special Deputy Collector Dr. Siegfred Manaois, Paircargo is not merely meeting expectations—it is setting the standard for performance, accountability, and revenue excellence within the Bureau of Customs.
