The message coming out of the Bureau of Internal Revenue is loud and unmistakable: Commissioner Atty. Charlito Martin R. Mendoza is not waiting for change—he is helping shape it.
In a high-level policy meeting with senior officials of the Department of Finance, Commissioner Mendoza took center stage in discussions on proposed legislative measures designed to strengthen the country’s tax system while ensuring that hardworking Filipinos, particularly low- and middle-income earners, receive much-needed tax relief.
Far from being a routine bureaucratic conference, the meeting underscored Mendoza’s proactive leadership in steering the BIR beyond tax collection and into the forefront of national fiscal reform. With economic realities constantly evolving, the Commissioner is pushing for a tax system that is not only capable of generating revenues but is also fair, responsive, and supportive of inclusive economic growth.
Joining Commissioner Mendoza were DOF Undersecretaries Karlo Fermin S. Adriano and Rolando T. Ligon Jr., together with Assistant Secretary Euvimil Nina R. Asuncion, as both agencies exchanged technical recommendations, evaluated implementation challenges, and strengthened inter-agency coordination for future legislative initiatives.
The discussions reflected a shared commitment to modernize the country’s fiscal framework without sacrificing the welfare of ordinary taxpayers. At the heart of these conversations was Mendoza’s vision of balancing efficient revenue generation with meaningful tax reforms that benefit millions of Filipino workers and families.
Also participating were BIR Deputy Commissioners from the Legal and Strategic Reforms Groups, senior officials from the Assessment Service, Planning and Management Service, and Large Taxpayers Service, alongside key DOF officials from the Fiscal Policy and Monitoring Group, Revenue Operations Group, and the National Tax Research Center.
Under Commissioner Mendoza’s leadership, the BIR continues to prove that genuine reform goes beyond collecting taxes. It means crafting policies that stimulate economic growth, strengthen public trust, and build a tax system that is equitable, transparent, and prepared for the challenges of tomorrow.
