The numbers are in—and they speak louder than any press release.
For the fifth consecutive month, the Paircargo Assessment Composite Division (PACD) has once again smashed its collection target, proving that consistent performance is not luck but the result of disciplined leadership and relentless execution.
At the forefront of this remarkable achievement is NAIA District Collector Atty. Maria Yasmin M. Obillos Mapa, who personally awarded a Certificate of Commendation to the men and women of the division in recognition of their outstanding contribution to the revenue drive of the Bureau of Customs.
Under the watch of Collector Yas Mapa, the Port of NAIA continues to deliver impressive results, reinforcing its reputation as one of the country’s most productive customs collection districts.
Her hands-on leadership and unwavering focus on performance have become key drivers behind the port’s sustained success.
But behind the PACD’s remarkable run is another force making waves within the Bureau—Special Deputy Collector Dr. Siegfred L. Manaois, more popularly known as “Yeye” Manaois.
Working alongside Assistant Special Deputy Collector Irene Moreno-Concio, Manaois has transformed PACD into a collection powerhouse, consistently delivering results month after month while maintaining operational efficiency and revenue discipline.
The division’s latest feat helped Collection District III generate a staggering P2.393 billion in collections for May 2026, a figure that further cements NAIA’s position as a major contributor to government revenues.

Inside customs circles, the message is becoming impossible to ignore: when targets are set, the PACD delivers.
Industry observers note that sustaining over-target collections for five straight months is no ordinary accomplishment. It reflects a culture of accountability, aggressive monitoring, and a leadership team unwilling to settle for mediocrity.
As the Bureau intensifies its revenue generation efforts nationwide, the tandem of Yas Mapa and Yeye Manaois is rapidly emerging as one of the most formidable combinations in the customs service today.
Five straight months. Billions collected. Targets shattered.
And if the latest numbers are any indication, this Paircargo juggernaut is nowhere near slowing down.
