But behind the PACD’s remarkable run is another force making waves within the Bureau—Special Deputy Collector Dr. Siegfred L. Manaois, more popularly known as “Yeye” Manaois.
Working alongside Assistant Special Deputy ­Collector Irene Moreno-Concio, Manaois has transformed PACD into a collection powerhouse, consistently ­delivering results month after month while maintaining operational efficiency and revenue discipline.
The division’s latest feat helped Collection District III generate a staggering P2.393 billion in collections for May 2026, a figure that further cements NAIA’s position as a major contributor to government revenues.
